Information on auto insurance in Florida.

There is a lot of misinformation circulating about Florida car insurance right now, and some of it comes from the tools people trust most. So let us start with the record. Florida did not repeal its no-fault law. Personal Injury Protection is still mandatory in 2026. And after years of steep increases, Florida auto rates are finally falling, which is worth knowing if you have not compared your coverage lately. Fuller Insurance is an independent agency in Santa Rosa Beach. We have insured Walton, Okaloosa, and Bay County families since 2007, and because we live and work on 30A, we also handle the vehicles most agencies never see: street-legal LSVs, golf carts inside the beach communities, the snowbird car that winters in Seagrove, and the truck that stays behind at Eglin during a deployment.

Florida Did Not Repeal PIP

Senate Bill 522 and House Bill 769 would have ended Florida’s no-fault system and replaced PIP with mandatory bodily injury coverage. Both died in committee on March 13, 2026. The only repeal that ever cleared the full Legislature was vetoed by the Governor in 2021. The claim that PIP was repealed effective July 1, 2026, which still circulates in search results and AI-generated answers, comes from the effective date written into bills that never became law. Insurance Journal corrected the record in May 2026, quoting former Florida deputy insurance commissioner Lisa Miller: “Nothing happened with PIP this year.”

Here is what the law requires as of August 2026. Most Florida-registered vehicles must carry ten thousand dollars of Personal Injury Protection and ten thousand dollars of property damage liability. PIP pays eighty percent of your reasonable medical bills and sixty percent of lost wages after a crash, regardless of fault, plus a five-thousand-dollar death benefit.

The statute holds two traps. Initial treatment must begin within fourteen days of the crash, or PIP medical benefits are lost entirely. And unless a qualified provider determines you had an emergency medical condition, the medical benefit is capped at two thousand five hundred dollars, not ten thousand. If something you read online convinced you to change or drop coverage this year, have your policy reviewed now.

What Florida Requires Is Not What We Recommend

Notice what is missing from that list: bodily injury liability. Florida is one of only two states that does not require most drivers to carry coverage for the people they injure. That gap is part of why roughly one in five Florida drivers carries no insurance at all, one of the highest shares in the country according to Insurance Research Council data published in 2025.We do not write state-minimum policies at Fuller Insurance. Our recommended floor is bodily injury coverage of one hundred thousand dollars per person and three hundred thousand dollars per accident, property damage liability of one hundred thousand dollars, and uninsured motorist coverage at matching limits, stacked. Stacked uninsured motorist is a Florida election that multiplies your protection across the vehicles on your policy and follows you into vehicles you do not own. It is the coverage that pays you and your passengers when the at-fault driver has little or nothing. Florida law includes uninsured motorist at your liability limits unless you reject it or reduce it in writing, and we will say it plainly: think hard before signing that rejection. For most households we insure, the right structure is those limits plus a personal umbrella of at least one million dollars, placed with the same carrier that writes the auto whenever possible, so one company stands behind the entire claim. If you want evidence that minimum limits are inadequate, Florida supplies it. After a DUI conviction, the state itself requires an FR-44 filing with bodily injury limits of one hundred thousand dollars per person and three hundred thousand dollars per accident. When something goes wrong, the required floor becomes ten times the everyday one. In addition, if you drive for a rideshare or delivery app, tell us. Personal auto policies generally exclude carrying people or goods for a fee unless the policy is endorsed for it.

How Much Does Car Insurance Cost in Walton County Right Now?

Less than it did, for many drivers. That sentence has not been true in Florida for a long time. The legal reforms of 2022 and 2023 are working through the system. In March 2026, the Florida Office of Insurance Regulation announced that the state’s five largest auto insurance groups, which write about seventy-eight percent of the market, filed rate changes averaging a decrease of eight percent for 2026, following decreases averaging more than seven percent in 2025. GEICO announced in March another round of Florida cuts taking effect in April 2026. One national carrier we represent notified agencies that its Florida new-business auto rates dropped by an average of ten percent effective July 30, 2026. What determines your number: driving record, the vehicles and what they cost to repair, who is in the household, the garaging zip code, coverage selections and deductibles, continuous prior insurance, and whether the home and auto are bundled. Some carriers also discount for telematics programs and for going paperless with automatic payments. Auto-Owners, for example, currently offers a Digital Advantage discount for enrolling in online access, paperless documents, and automatic payments. Rates and discounts change constantly and everything is subject to underwriting, which is why the honest answer to the cost question is a quote run against every market we represent. If you have not re-shopped your auto since rates peaked, 2026 is the year, and the strongest results we see usually come from quoting the home and personal umbrella together. If you are also re-shopping your coastal home at the same time, have your wind mitigation report reviewed while you are at it.

Golf Carts and Street-Legal LSVs on 30A

South Walton runs on golf carts, and the rules confuse almost everyone. The legal line is speed. A golf cart tops out at twenty miles per hour, and under Florida law it is not titled, not registered, and not required to carry insurance. A low-speed vehicle, or LSV, is built to run between twenty and twenty-five miles per hour, and Florida treats it as a motor vehicle. It must be titled, registered, plated, and insured with the same ten thousand dollars of PIP and ten thousand dollars of property damage liability as a car, and the driver must hold a valid license. Modify a golf cart to beat twenty miles per hour and you have legally built an LSV, which means inspection, a VIN, a title, registration, and insurance before it touches a public road.Where you can drive matters just as much. LSVs are allowed only on roads posted thirty-five miles per hour or less, and they are not allowed on US Highway 98 at all. Golf carts are limited to roads designated for them. A local shortcut worth knowing: green street signs mark county-maintained public roads where state law and county ordinance apply, while blue signs mark private community roads where the neighborhood sets its own rules, and a few communities, Rosemary Beach and Alys Beach among them as of this writing, do not allow LSVs on their streets at all. Community rules are set privately and change, so confirm before you ride. Walton County now also requires a free safety sticker, issued by the Sheriff’s Office in Santa Rosa Beach, mounted at the center of the windshield. Enforcement is real. The Sheriff’s Office publishes its citation amounts, driving an LSV on a prohibited road runs one hundred sixty-one dollars, and anyone under eighteen needs at least a learner’s permit to operate a cart on public roads.

Who Actually Insures a Golf Cart or LSV Here

It depends entirely on how the cart is used, and this is where we see the most expensive mistakes on 30A. For a cart or LSV you own and use yourself, coverage is straightforward. A true golf cart can often be endorsed onto a homeowners policy, though those endorsements are typically limited to use inside the community and exclude renting the cart out or using it for business. A street-legal LSV gets its own policy, and as of August 2026 we place owner-use LSVs with carriers including American Modern and Auto-Owners, subject to underwriting. The problem is the LSV that stays at a vacation rental for guests to use. Guest use makes it a commercial exposure, and nearly every personal-lines market declines it outright, including the carriers named above. The homeowner endorsements exclude it. If a guest wrecks a cart that was insured for personal use, the owner can be left holding the entire loss. We have seen listings advertise a cart as an amenity with no idea the coverage behind it evaporated the day the first guest turned the key. However, we work with a specialty market that will consider guest-use LSVs at rental properties, and we have placed them. Go in with clear eyes, because it is a different animal from a personal policy. The placement is typically built from two or three separate policies depending on whether physical damage coverage is included, the limit structure does not follow the standard personal auto pattern, the underwriter will usually want a call with you before offering terms, renewals involve audit-style paperwork, and recent placements have generally run around six thousand dollars a year, all subject to underwriting. Expensive, yes. It is also the difference between a real amenity and an uninsured lawsuit parked in the driveway of your vacation rental. If the numbers do not work, the safer play is removing guest access entirely, and we will tell you honestly which side of that line your setup falls on.

Snowbirds, Second Homes, and the Ninety-Day Rule

Florida’s rule for part-year residents is blunt. Keep a vehicle in Florida for more than ninety days during any three-hundred-sixty-five-day period, and that vehicle must carry Florida PIP and property damage liability from a carrier licensed in Florida. Taking a job here, running a business here, or enrolling children in school here triggers full Florida registration even faster. The mistake we correct most often is the garaging address. Insuring a car at the northern address while it actually lives at the beach house in Seagrove looks like a money saver right up until there is a claim, when a wrong garaging address is the kind of material misrepresentation that can turn a straightforward payment into an investigation. Insure the car where it actually lives. If your vehicle splits the year between here and up north, say so. We will structure it correctly, and correct is almost always cheaper than a disputed claim.

Military Families at Eglin and Hurlburt

Okaloosa County is home to Eglin Air Force Base and Hurlburt Field, and we write for military families across the area. Active-duty members who remain legal residents of another state can generally keep their home-state registration and insurance while stationed here under Florida’s nonresident rules, though the ninety-day rule and family circumstances can change the answer, so it is worth a five-minute review rather than a guess. Two deployment notes from experience. Before you reduce a stored vehicle to comprehensive-only coverage, talk to us first. Dropping required coverage on a Florida-registered vehicle creates a lapse, and Florida’s reinstatement fees start at one hundred fifty dollars and climb to five hundred dollars for repeated lapses within three years. Several of the carriers we represent offer military discounts, subject to eligibility, and it costs nothing to ask.

One Household, One Review

Most of our auto clients did not come to us for auto. They came for a Florida homeowners policy on a coastal house, and the auto followed, because the household works better as one account: home, auto, the LSV in the garage, flood, an umbrella over all of it, and for the many clients who own vacation rentals or long-term rentals nearby, the dwelling policies behind those too. Bundling the auto and umbrella is also where several of our carriers apply their largest discounts, subject to eligibility. As of August 2026 we place personal auto with carriers including Auto-Owners, our anchor carrier, along with Progressive, GEICO, and Liberty Mutual. American Modern handles our golf cart and street-legal LSV work, and we reach specialty markets for the risks standard carriers decline. We will write a standalone auto policy and let you know whether the coverage you already have is a better deal. Carrier availability and terms change, and every quote is subject to underwriting and eligibility. Call our team at Fuller Insurance to discuss your personal auto, umbrella, and insurance needs.

Auto Insurance

Yes. The 2026 bills that would have repealed Florida’s no-fault law, Senate Bill 522 and House Bill 769, both died in committee on March 13, 2026. Most Florida-registered vehicles must still carry ten thousand dollars of Personal Injury Protection and ten thousand dollars of property damage liability. Claims online or in AI-generated answers that PIP was repealed effective July 1, 2026 are wrong.

Not for most drivers, which surprises people. Florida requires PIP and property damage liability but not bodily injury coverage, making it one of only two states without that requirement. Bodily injury becomes mandatory after certain events, and after a DUI conviction the required FR-44 limits jump to one hundred thousand dollars per person and three hundred thousand dollars per accident. We recommend carrying at least those limits voluntarily, before circumstances require them.

If it runs faster than twenty miles per hour, it is legally a low-speed vehicle, and Florida requires it to be titled, registered, and insured with ten thousand dollars of PIP and ten thousand dollars of property damage liability. It may only be driven on roads posted thirty-five miles per hour or less, never on US 98, and Walton County requires a free safety sticker from the Sheriff’s Office on the windshield. A true golf cart capped at twenty miles per hour does not require registration or insurance, but it is limited to designated roads, and a homeowners policy may offer only narrow coverage for it.

Usually not through a standard policy. Guest use makes the cart a commercial exposure, homeowner endorsements exclude it, and nearly every personal-lines carrier declines it. We work with a specialty market that will consider these risks, typically as a placement of two or three policies, and recent placements have generally run around six thousand dollars a year, subject to underwriting. If that number does not fit the rental’s economics, the safer answer is removing guest access, and we will help you decide which way to go.

If the vehicle stays in Florida more than ninety days during any three-hundred-sixty-five-day period, and the days do not have to be consecutive, Florida requires PIP and property damage liability from a Florida-licensed carrier. Employment, running a business, or enrolling children in school here triggers registration sooner. Whatever you do, insure the car at the address where it actually lives, because a wrong garaging address can undermine an otherwise routine claim.

Uninsured motorist coverage pays you and your passengers when an at-fault driver has little or no insurance, which matters here because roughly one in five Florida drivers is uninsured. Stacking is a Florida election that multiplies your uninsured motorist limits across the vehicles on your policy and extends protection when you are in vehicles you do not own. Florida law includes uninsured motorist at your liability limits unless you reject or reduce it in writing. In our view it is among the most valuable coverage on a Florida auto policy, and we recommend keeping it stacked at limits that match your liability.
