For individuals and families on the Emerald Coast, BlueDental Choice is the Florida Blue dental plan we write at Fuller Insurance. It’s a PPO with both in-network and out-of-network coverage, a large network of dentists across Florida and nationwide, and no referrals to see a specialist — and it’s ACA-compliant. We write the BlueDental Choice QF plan for adults and families, plus a stand-alone pediatric version for children.
Because we’re an independent agency, you keep your dental with the same local agent who handles your home, auto, and vacation-rental insurance — not a call center. And of Florida Blue’s individual dental plans, Choice is the one we recommend in northwest Florida, for reasons we’ll be straight about below.
What is BlueDental Choice?
BlueDental Choice is Florida Blue’s richest individual dental plan — a PPO built around a large network of participating dentists in Florida and across the country. You can see any dentist, in-network or out, with no referral required; staying in-network simply gives you the richer benefits. And unlike many dental plans, BlueDental Choice bases its out-of-network payments on the same in-network fee schedule, which keeps your costs more predictable when your dentist isn’t in the network.
It comes in two forms: Choice Q, a stand-alone pediatric plan for children up to age 19, and Choice QF, the family version that covers both adults and children. Most households along the coast enroll in the QF plan.
Why we only write BlueDental Choice in northwest Florida
Florida Blue offers more than one individual dental plan, but in our market, really only one of them works. We’ll be straight about it: the BlueDental Copayment and BlueDental Care networks are thin across northwest Florida — too few local dentists participate for those plans to be practical here. After years of placing dental coverage along the coast, BlueDental Choice is the plan we write, every time, and here’s why:
- In- and out-of-network coverage. You’re not boxed into a short list of dentists — you can see anyone, with the best benefits in-network.
- A far stronger network here and statewide. Many more dentists in Santa Rosa Beach, Miramar Beach, Destin, Freeport, and the Panama City area accept BlueDental Choice than accept the Copayment or Care plans.
- A national dental network. Choice gives you access to participating dentists nationwide, so your coverage travels with you if you split time between states or are away from home.
- Out-of-network payments based on the in-network fee schedule, which keeps your costs more predictable than plans that reimburse on a “usual and customary” percentile.
That’s not a sales line — it’s what we see every week placing dental coverage for clients across Walton, Okaloosa, and Bay County.
What BlueDental Choice covers in 2026
Here’s what you pay on the adult Choice QF plan when you use an in-network dentist (out-of-network care is still covered, just at a higher share):
- Preventive care — oral exams, cleanings, and X-rays: covered in full, with no deductible and no waiting period.
- Basic services — fillings, emergency treatment of dental pain, and full-mouth X-rays: you pay 20% after a $50 deductible. Adults have a six-month waiting period on basic services, which can be waived with proof of prior dental coverage.
- Major services — crowns, root canals, dentures, extractions, and periodontal (gum) treatment: you pay 50%, with the same six-month waiting period (also waivable).
- Adult annual maximum: $1,000 — and with the Maximum Rollover benefit, your annual benefit can grow toward $2,000 over time.
For children, the pediatric plan has no waiting periods at all, a $50 deductible on basic and major services, and an in-network out-of-pocket maximum of $450 for one child or $900 for two or more. Medically necessary pediatric orthodontia is covered at 50% with prior authorization.
Benefits built into BlueDental Choice
- Maximum Rollover: if you use your plan but don’t reach your annual maximum, you can carry unused benefit dollars — up to $1,000 — into future years, lifting your total annual benefit toward $2,000. There’s no paperwork, the rollover dollars don’t expire, and it applies to members age 19+ who get at least one covered service (a routine cleaning counts) during the year.
- Oral Health for Overall Health: if you have a qualifying medical condition — including diabetes, heart disease, stroke, oral cancer, pregnancy, COPD, end-stage renal disease, or metabolic syndrome — you get additional benefits valued at more than $1,000, covered in full when you see a participating dentist. If you carry Florida Blue medical and dental, you’re enrolled automatically.
- BlueDental Loyalty: adult members unlock extra perks after membership milestones starting at just six months — including additional cleanings and a dedicated customer-service line. Enrollment is automatic.
- Braces and cosmetic discount: participating Florida dentists voluntarily offer up to 20% off their usual charge for non-covered cosmetic or orthodontic work.
- 24/7 virtual care: the plan includes two TeleDentistry.com consultations per year for emergencies or after-hours questions.
Who should consider BlueDental Choice?
If you get dental through an employer, you may already be covered. But across 30A and Walton County, many people don’t:
- Self-employed and 1099 workers — contractors, real estate agents, charter captains, and small-business owners without a group plan.
- Short-term rental and hospitality owners who run their properties through an LLC and buy their own benefits.
- Seasonal and remote residents who want a dental network that travels with them between states.
- Adults approaching 65 who want dental in place before moving to Medicare, since most Original Medicare doesn’t include routine dental.
- Families pairing dental with an individual health plan so medical and dental work together — and so the Oral Health for Overall Health program enrolls them automatically.
How to enroll in BlueDental Choice
Standalone dental isn’t tied to the ACA open enrollment window — you can enroll in BlueDental Choice year-round, with or without a Florida Blue health plan. Whether the QF family plan or the pediatric plan fits depends on who you’re covering and how often your family visits the dentist.

How much does BlueDental Choice cost?
Premiums vary by your age and area. On the adult plan you pay nothing for in-network preventive care, then a $50 deductible applies to basic and major services. The adult annual maximum is $1,000, and with Maximum Rollover your benefit can grow toward $2,000 over time. Fuller Insurance can give you exact 2026 rates for the Emerald Coast — call 850-622-5283.

Does BlueDental Choice cover braces?
Medically necessary orthodontia for children is covered at 50% with prior authorization. Adult and cosmetic orthodontia generally isn’t covered, but participating Florida dentists voluntarily offer up to 20% off their usual charge for non-covered orthodontic or cosmetic work.
Can I keep my own dentist or go out-of-network?
BlueDental Choice is a PPO, so you can see in-network or out-of-network dentists with no referral. Out-of-network care is covered based on the same in-network fee schedule, though staying in-network gives you the richest benefits.
Can I buy BlueDental Choice without a Florida Blue health plan?
Yes. It’s sold as standalone individual and family dental coverage, and you can enroll year-round — no need to wait for open enrollment or carry a Florida Blue medical plan.
